Problems restoring outlook express in Windows XP

I used fbackup to make a mirror image of OE. Then after reformat I installed latest version of fbackup and tried to restore OE.

It seemed to move everything over, but when I set up OE it only had my address book. The identity was there, but it made a new identity for some reason. I then copied/pasted the .dbx files and all my email are there, but it does not appear that the rules are there. Settign were not imported either, but htat is not a big deal, but I would like to get the rules imported if possible.

Hi,
Before runing the restore, you need to create the email account and close OE.

After that you can perform the restore.

I thought I did that, so I tried it again and same thing. It imports everything over, but when i open up OE again, I have to go thru the setup and it makes a new identity. I am then able to copy/paste the email folders that were saved into the new identity and I have everything but rules and settings.
I used a mirror copy, so do I need to be restoring from a full back up?
