Does the FBackup Configurations plugin allow it's Backup Job to Restore CUSTOM Icons that are added to all the backup jobs?

That's unfortunate. As Group Backup is a very convenient feature, and it was removed from v5, I think I'll be staying with v4.8.

Regarding my question #2, does FBackup 5 have the ability to do the same type of "default" group backup, as FB4 did?

I back up all my jobs every night, then auto shutdown.
