I had to restore a crashed computer, and all documents, emails, etc were restored; however, some critical folders--Downloads and on my Desktop--even though all the executable files found therein are recognized by name, size, creation date, etc., when I click on them I get a Windows error message that "Windows cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item."
As I said, these are critical files--it would take me forever to go back to find the original sources and download them again (including such as a bunch of Adobe products).
What's wrong?

Please make sure you have enough permissions to access those paths and also check if there isn't a virus on your computer blocking the access to those files.
